Directorate of Flight Safety has a mandate to champion a pro-active, effective, and innovative Flight Safety Program that enhances combat-effectiveness by preventing the accidental loss of aerospace resources. DFS fosters the safe execution of Canadian Forces aerospace operations through independent investigation of matters concerning aerospace safety, active participation in the airworthiness program and leadership of the Canadian Forces Flight Safety Program.

The Chief of Air Staff (CAS) is responsible for flight safety policy in the Canadian Forces (CF). This policy is implemented by the Chain of Command through wings, bases and units. Supervisors at all levels are responsible for establishing their own Flight Safety Programs. This policy also applies to technical services agencies and detachments at contractors' facilities where CF aircraft are being manufactured, overhauled, inspected or repaired.

"The Canadian Forces' mandate is to provide combat capable, operationally effective forces for both the defence of Canada and for missions undertaken in accordance with the policies and priorities of the Canadian government on behalf of all citizens of our country. It is clear that the Directorate of Flight Safety plays a distinct and integral role in supporting this objective. Through its primary tenets of promotion, education, investigation and analysis, the Flight Safety program administered by the Directorate of Flight Safety, helps ensure that the air missions of the Canadian Forces are accomplished at an acceptable level of risk.
